Compose notifications upgrade

Some users need to send notifications using a UI rather than programmatically. We built the Compose feature to solve these pain points. Some pain points still exist though, such as sending notifications to all users, styling content, and some design tweaks are needed.
Currently, content can be styled using HTML, but we will add rich text editing so coding is not necessary. We will also improve the design, so the experience will be more intuitive and user-friendly.
